jicofo: fix boolean values in configuration file

A type error is thrown when one of these environment variables is
defined:
- ENABLE_AUTO_OWNER
- JICOFO_ENABLE_HEALTH_CHECKS
- JICOFO_ENABLE_BRIDGE_HEALTH_CHECKS
