ADR 0018: Evaluate coach progress from versioned payment watermarks

Payment ingestion publishes a version identifier through PaymentUpdateListener. The current CSV importer uses its source checksum; future webhook/API adapters use the same boundary. Metric evaluation snapshots are unique per action and watermark. Static datasets remain static in the UI and never create simulated progress.
